Well there is the first post of this topic. If you carefully read over the big letters in white you will notice that the contest is not open yet, and there is currently no exact date at which it will be open.

The beginning of the contest is when Tom gets a chance to build the rigs, from that point it will stay open for a period of time for people to enter, and then the winners will be drawn.
(I assume thats the process)
At the end of the day, it doesnt really matter what determines the start date, just come back to the site, if its on, there will be a fairly prominant article on the web site, and page 1 of this thread will have more videos, and a date.

When Tom says it does, and not before. Be patient, you'll get your chance to enter along with everyone else when the opening date is announced.
