Selecting boot in bios

I have just check all my components on my motherboard( pre check or Post) and entered the Bios for the first time, all components working. I made a Bios Flashback so I have the latest Bios for my motherboard.
Now I wish to make a Memtest 86+ on my Ram, first at stock value 1600 MHZ, then at XMP - 2133 MHZ. ( prior to installing OS)
My question is considering my components, which is the best choice for my Boot and OS ( No OS installed yet) and what is the best usage of SSD, HDD, in my case (my set up below). I am guessing SSD would be the faster boot and was planning the 120GB is this enough for OS? Or would it be better with the 240GB? what are the best options with my set up for SSD and HDD. ( I will maybe get a second 240GB to do a RAID later)
Second question Which OS?
I have been using Windows 7 Home Premium , But in 2015 Windows 7 is 5 years old and like all Microsoft's OS stops getting updates after 5, unfortunately.
I have heard such conflicting reports good and bad about Windows 8, 8.1 Is it worth going for ?

RAM:Corsair Vengeance Pro 2x8 GB 2133 MHZ, SSD: Corsair Neutron GTX 240GB, Corsair Neutron GTX 120GB, HDD: W/D. Black 3 TB, PSU Corsair AX 860i
