How does this compare against GloFo's 14nm FinFET? Or are they essentially equal?

They are exactly the same. The GloFo design is actually Samsung's. Samsung just licensed the design to GloFo so they can also produce it. However this design should be slightly better than the 16nm TSMC design in regards to power consumption and efficiency. Overall speed would greatly depend on architecture and high yields(which translates to faster chips in regards to ghz amongst other things)

It's not a surprise they are starting mass production. They probably started a little while ago tbh. They reported better than expected yields before the new year started and there release window in 1h 2016 also aligns with AMDs planned release of 1h 2016. I would expect Samsung/Glofo are both producing chips for them and should help avoid shortages
