Reducing LCD Pixelation?

My mate has just purchased a Phillips LCD TV 32" with two SCARTS.

I was thinking of doing the same but will probs go HDTV CRT instead.

I have a similar set-up to him though:

DVD player

Digital TV

The problem is that for all non HDTV (normal TV, Digital TV and DVD's) there appears to be a lot of pixelation.

Is there a reason for this?

What is the solution? Basic adjustment? or and Interface box?

For external sources, you may be able to get a line doubler (which can upscale from standard to HDTV resolutions) to smooth out the image quality. A cheaper approach may be to use a HTPC - most graphics cards will do a good job of video scaling at far less cost than a dedicated line-doubler.
