Is there any software or anything to reduce background noise and optimise the video for the main purpose - to record interviews (their speech not others!)

Its for a college project and some of our interviews are competing with background noise

thanks guys

Most soundcards come with some form of noise cancellation options for the MIC input that can be enabled via the software. Otherwise you could maybe take a look at Audacity - it might have a filter that can be applied to recordings.

When recording the interviews, try and get hold of (beg, steal, borrow?) a shotgun microphone that will help eliminate background noise, as it records whats in front of it (not whats left and right). Then use software like Audacity as Jim said.
