Then re-installing Windows might be your only shot. if the problem persists after try asking a friend for help and put your card in his computer to see if it behaves the same, if possible.

Artifacts on the desktop on low power GPU usage are uncommon but not impossible when overclocking becomes unstable. But You haven't done any overclocking so...

before you wipe your os, if you have someone with a desktop then ask them if you can install your drivers from their computer by hooking up your hdd to it, that way you can at least save the data
