Will the cheaper one perform almost aswell as the black ice with 2x 68RPM fans??

I need it to cool my CPU over-clocked to a high amount, its a quad so lots of heat, and my GPU which doesn't make hardly any.
As long as the cheaper one is good enough Ill get that I'm not really bothered about a possible few degrees.
Like a £7 difference between them which is a lot to me.
