I did try another and it worked flawless... strange... mind you that was the same make I do believe.
I have acquired a 17amp 12v rail PSU. Hardly capable of driving this when its rendering 3d-accelerated stuff, but it might just be ok to see if I can get a 'good' boot and see if it sorts out the speed issues.
If i'm honest, when I had the card in another machine I tried it both with and without the extra pci-e connector, and it worked sweet both ways. Didn't heavily game with it, but it booted and the pci-e width was spot-on too.

Alrightly, well I went and got another PSU for testing purposes. Different make, model etc but still with the rated ampege on the 12v rail.
Same problem. It'll either black screen and output no signla to the monitor, or pause on that very first VGA Bios screen before the main post sequence.
Finally got into windows after 4 reboots and i'm typing this as my PCI-E link is at x8 speed. Enough for a blast on crysis.
I'm gutted though about the whole thing. Wasted a lot of money. I know i'm not the only one thats been in situation. Just never had something like this happen in all the time i've been building these god-forsaken things up. I mean how unluckly to have a brand-new graphy card faulty... and its actually the first time i've bought one as soon as its been released and at the full retail price. Anyway, at least I know for sure its the card now. Certain.
I did think power originally, but there was nothing to further backup that assumption. I mean, once in windows, my system ran stabley suprisingly enough. I mean its 'stable' now I would say. It doesn't hang or crash or anything of the sort. The only thing I am weary of is using this faulty card in with other new components. I don't wanna screw the rest up. Should be ok, but just a little voice in my head saying oh my god, lol.
What have I got in here...a 6000+ drawing 125w at peak, the PCI-E slot pushing out 75w peak, 2 HDD's, an optical drive (negligible) and that card wanting extra juice ion the form of the 6-pin plug. I thought it might be that just tipping it over. At boot time, when I press the old button, it might have just been pulling too much, and therefore somehow the card dropping back to a safer x4 or x1 rate. But nah...damn card. I should have the new one by next thursday evening... unfortunately.
But at least I will have a working system eventually. All this will be dead money soon enough; I'll get over it.
