Problem Installing Windows Please Help!

So me and my dad went out and bought a new HDD (Samsung Spinpoint F3 1TB, soon to be mine, we're trading HDD's. Hell yeah!) and a new DVD drive. Anyways, I can't figure out how to install Windows. I got it on a DVD and everything's fine. The PC is some DELL. It's a bit old. Not that old, though. It uses a PCI Express video card. I tried booting from the DVD with no luck. Couldn't find anything out in the BIOS either.

On a Dell you press F12 on boot to get the boot screen up. From there you can pick the DVD drive. What happens when you select the drive? Does it spin up and try to read?
 
Are you booting from your new DVD drive? If so make sure you have plugged in both Power (to your PSU) as well as Sata data (to your mobo). If you have is the DVD drive showing in the Bios at all?

If it's your old drive or the new drive is properly setup and working press F12 (right after powering it on) for your boot options and select the DVD drive. Now it should boot from the DVD.

Both the HDD and DVD drive are detected. Everything is hooked up, but it won't boot from the DVD. I have no idea what to do.

Does the BIOS see the DVD drive properly?

So just to get this right, so if you both are showing in the BIOS, have you set your boot priorities to boot from the DVD? If yes what happens if you boot from it? Apart from that it doesn't boot. What is displaying on your screen?

Just one thing, it doesn't say DVD drive, it says Onboard or USB CD-ROM Drive. Does that matter? It doesn't say exactly what is what is what, like the HDD name or DVD Drive name, it says what I said and Onboard SATA Hard Drive. I can't choose what HDD or DVD drive.

OH! Thanks, I sat the DVD drive to the first boot priority and that worked. Sorry that I'm such a noob at this. I don't exactly install Windows like this. Thanks for all the help. It was such a simple thing.
