The fans are not let loose to keep it quiet. They make a hell of a racket if you set them free.

The cooler may be long but its design is actually pretty basic

I suspected so (about the fans). So maybe this is what the "Unlocked BIOS" they just released is (also) about? I know it raises the TDP to 165, perhaps it also shifts the noise/speed trade-off in favor of the latter.
 
The issue with that is that they should come pre ready with good curves, it's not the end users job. Unless of cause your intention is to clock the nuts off it, then obvs you'll do well to create your own.


The nvidia cards never exceed 50% fan speed but they manage to keep the gpu boosting and maintain reasonable sound levels.
Most cards come with a fan curve that will balance out temps and sound for the average consumer who is not interested in overclocking. Well when you OC you have to be a man and set a custom fan curve
 
Define flagship on a budget focused GPU dude?

Most of the GPU manus have made posh versions of it but you can't polish a turd, as they say*

*OK so I am aware that you can actually polish a turd, they did so on Mythbusters.
I'm not saying the RX 480 is a turd but it's no Titan XP.

I've seen quite a few dud Fiji GPU's as well. Many Fury's just could not overclock at all, mine included. My Fury cannot even manage the stock Fury X speed. This suggests that I both received a dud and AMD were shipping out highly inferior Fiji chips to board partners. Since there was no reference Fury, this is highly disappointing. I've only seen a few Fury's in the wild and an alarming amount of them suffered from poor overclocking.
 
Well you wouldnt expect something to operate near room temp if you chucked a massive copper block on it either..

Just goes to show that the design wasnt great..
