Post freeze

This is a new one on me when i start up my computer the it get's stuck on VGA BIOS. of course something is wrong with the video card but in my experience the bios continues to the next item regardless, but in this case it gets stuck there. I've tried other card's, clearing the c-moss (on both bios chips)but it keeps getting stuck on VGA BIOS. did i pop a chip at stock settings?
