If you have a HSF with retaining bracket, then the cpu, HSF and ram go on the mobo before its put in the case.
As a rule id put the PSU in 1st, as getting it past the HSF is a bloody nightmare.
Another thing is (depending on teh case) putting the hdds in before the main inards. Optical drives go in form the front. so them last.
