according to realtemp my 4.0ghz OC keeps my cpu running at 4.0ghz non-stop, even when it's not under load and temps are low? But when i put the multiplier in bios to auto it will adjust according to load, and go lower than default 3.5? Is there a way to oc cpu to 4.0ghz and let it auto-adjust when not under load?

If you have Speedstep enabled (EIST) it should throttle down to 1.6ghz.
It doesn't really make any difference unless you have Offset mode overclocking enabled too.
