What GTX 660 do you have, reference cooler or an aftermarket one?

My experience from overclocking Kepler GPUs is that increasing the voltage doesn't seem to increase the temperatures all that much.

60 degrees seems perfectly fine when the GPU is stressed-it's actually very good and you have a lot of overclocking headroom. If I were you I'd just try to reach the highest possible clock speed whitout touching the voltage. Then I would try to ramp up the voltage and try to see of that makes a difference.

First, overclock till unstable without raising the voltage. At the first signs of instability try raising the voltage just a little bit till stable, and so on. If you reach a point where increasing the volts doesn't make it stable anymore, then you reached the max OC potential of your card. I'd suggest over-clocking your core first, till you reach the highest stable clock and then start with the memory. Good Luck mate!
