Could check out some Scythe gentle typhoons, those are silent provided you don't get the 2000+ rpm versions. I use 1450rpm versions and are very quiet. Put on 7v, inaudible

You may also want to take a look at the XSPC Xinruilian fans. They are crazy quiet, and cool great. They are the best unknown fans on the market.
When I bought my loop a couple of years ago, it came with some of these. I had already purchased Corsair fans, but did some testing with them. For the price, unbeatable.
