Needing advice on a new Z170 build please!

I just needed to know a few things for my next build. Thinking on building a Z170 PC or waiting for the Z270 of Asus Boards to surface along with the Kaby Lake processor.

1) Memory speed: I see mhz from 1600 to over 4000 mhz. I'm planning on doing some light over clocking of the processor. Waiting for the release of the new 7th generation processor. It's suppose to have a base clock of 4.2ghz to 4.5ghz in Turbo Mode. Wanted to take it to 4.6ghz. Will I need faster memory for this. Was looking to get 16 gigs of memory. Also, does latency make a difference? I see latency between 10 and 16.

2) I'm now using a Noctua NH-U14S air cooling fan on my Z97 processor and was wondering if it will suffice for overclocking the Z170 processor? It's setup in a push/pull configuration. Has dual 1200 rpm fans on it.

Any advice is greatly appreciated. Thanks in advance.
 
Firstly memory speed does not benefit the CPU when overclocking it. If anything it will be harder to get a high overclock with 4ghz or whatever speed memory. But for .1ghz it shouldn't be an issue. Same with the cooler.

Then theres the lottery as well..

If your on z97 right now, then there is no reason to upgrade. What are you planning to use it for exactly?

Mainly gaming. But I also do some video editing. See, I've always had two computers. One as a backup and One as a main. As my past has revealed, I've encountered my main system to go down and needed a backup to keep me on the net while troubleshooting my main system. So I built a very low budget computer for under $800.00. Hence, the Z97. I built this system, this past February. But now I realize I really don't need it and the graphics is running off of the CPU and doesn't have a dedicated GPU Card. So I want to dump it and build the latest mainstream system and add a possible 1080i and the new 7th generation CPU. That's why I want to upgrade from a Z97. I know that the Z97 is good enough for me and will do what I need from it, but it is older technology than the Z170 and the motherboard isn't supported anymore since the board is over 3 years old. So I just want to stay mainstream. That's all.

See, what throws me off is when Tiny Tom Logan; I watch all of his videos, is always talking about using higher memory frequency for all of his over-clocks. So that throws me off and from that, I can't determine which speed memory I should buy. Intel tells me the bare minimum there processors will handle and that I shouldn't go beyond their set standards. But Tom says to not listen to them and it won't hurt anything if you use higher clocked memory.

So here I am, trying to find others with the same dilemma I'm having and to get their opinions and the experiences they have encountered.

If you watched all of them then you should probably know that the IMC is the limiting factor. What Tom probably said is that the specifications that the board manufacturers state are not what you will be limited to. As in you can OC it beyond the scope of the memory speeds listed.
