Need urgent help

Right guys I need some assistance as soon as, if possible.

There are a few really odd issues:

1. After the PC has been shutdown it will reboot after 3-4 seconds. I have searched google and none of the solutions have been successful.

2. After I installed the GPU (GTX 460) drivers, when the system loads into the windows, the monitor displays out of range. - It will boot into safe mode.

Solutions I have tried:

I have tested the HDD with SeaGate Seatools and it was fine.

I have tested the PSU using the paperclip test, not sure how reliable that test is, but it past it.

I have reinstalled Windows twice and still no fix.

I am really struggling now and need the help of the forum.

ANY suggestions would be much appreciated.

EDIT - Update:

Ok so the GPU now works, it was detecting a 19" monitor as a 17" and choosing the incorrect native res.

I've tried all the suggestions and the PC still reboots after shutdown.
 
Have you tried disconnecting the front case header and using the power button on the motherboard - just to rule out the power button on the case. When you are in Windows, get an admin command prompt and type "powercfg -requests" - this allows you to see if anything is keeping you pc awake. Disconnect the lan cable - does that make any difference - might be something sending a WOL packet to your machine.
 
Have you removed or added anything into the case, e.g. remove motherboard or gpu for clean then reinstall - your computer could be shorting out.

Any spare parts to test e.g. another hdd, test with onboard gpu, 1 stick of ram, different psu.

If it boots into safe mode, could be a driver problem - remove all nvidia drivers in safemode see if pc boots up.
 
Hi guys sorry I wasn't able to look at the PC yesterday but I am going today.

Have you tried disconnecting the front case header and using the power button on the motherboard - just to rule out the power button on the case. I haven't tried disconnecting the powerswitch yet, but the board has no power on switch on it, can you short the power switch header on the board to test?

The PC doesn't have a ethernet cable, it's using a PCI wireless card - I will remove this and see if there is an issue with that.

I will try the CMD solution asap.

No, not that I know of, it's not my PC.

It's running on the bare minimum at the moment, I've removed the GPU and I'm using the onboard so that I can try to fix the restart issue.

I too think it may be a driver problem, because if i remove the GPU driver it will boot into windows fine. But everytime I install the driver it will cut out when booting into windows.

Is there anything in the BIOS I need to change to make it use the GPU? Because I have never owned a mobo with onboard video.

I would also just like to add that this PC used to run perfectly fine until one day it decided not to boot and required the CMOS to be cleared in order to boot.

yes, you can short the power switch connectors out with a screwdriver or something.
 
i had the same sort of issues in wich my pc would boot over and over again for 4 seconds and then repeat this process. the only thing that helps for me was taking the cmos battery out and resetting the board. im not sure if you have made any very important changes in ur bios. if not i would try that.

DId you do any Auto OCs in ASUS AI Suite? I did that once and it kept trying different OCs, so whenever I shut down there was a few second pause and it would start back up. Is it booting back into Windows?
 
It was running completely stock settings on a fresh OS install, I tested every component and couldn't find and issue so I sent the mobo off for RMA
