need help, multiplier is dropping under load.

So iv just noticed my CPU is throttling the multiplier, i iv never noticed this before, so cannot say if this is something that's just started to happen or its just gone unnoticed as i normaly test with OCCT, but the multi does not change when i stress with OCCT, but does for intel burn test and Prime95.
Under stress test the CPU goes from 22x multi to 21 and 20. Iv disabled all the C states and power saving settings, and disabled Intel thermal monitoring with no difference. Iv also tried throwing loads of volts at it, and nothing changes.

Settings:

22 x 175 = 3.850Ghz
1.275v

monitoring software is showing different temps, i get very different results from HWmonitor and real temp.
Just tried Core Temp software as well, which is showing max's of 85c, im hear conflicting tj max's for my chip, some people are saying its 81c, others are saying is over 90c.
I know the CPUTIN shows 159c, but thats a faulty reading, it never show that temp in current values.

Also my multiplier changes way before the cores heat up, its as soon as there under heavy load, within 2 seconds of me starting intelburn test, well before getting over 65c.
could this be a power/current problem? I see after much research that my motherobard does not have the bios settings i need to test this which are CPU Current Limit or CPU Power Limit (sometimes called Long Duration Power Limit and Short Duration Power Limit)
