Mouse Only Works In One USB Port

So, all my mice only work in 1 of 12 USB ports on my desktop. I've tried unsinstalling the mouse from the device manager, but with no luck! I've also tried other mice, with the same result, it only works in 1 of all 12 USB ports! I also tried restarting! Help!

Do other types of devices work in your other USB ports? Are all of your ports enabled in the BIOS?

Yes and yes! I tried a flash drive in all my other ports! I'm not sure if it matters, but it only works in the USB 3.0 port in the front of my 650D!

I had this problem with my X79-GD45, I deleted the USB ports and re-installed the USB mobo drivers, it seemed to fix it, apart from one USB port.

Are the latest MOBO usb drivers installed?

Yes, and something I forgot to mention, the problem showed up on the first boot right after I upgraded my PSU.
