Low GPU usage during benchmarks

The better CPU you have the less chance will have of the stuttering in GTAIV.
I used to get stuttering with it on my 2500K, it may be with the GPU as well though.

I had a AMD 6850 1gb when I last tried playing it last, my 2500K was clocked at 4.5ghz at the time but I was still getting stuttering. GTAIV is a really bad port though, I wouldn't use it to identify problems with my PC anyway.

regarding gta 4, it worked fine when i used core i5 760

Again CPU.
I should probably explain by now that AMD cores are weaker and I'd be suprised if GTA IV was using them correctly. GTA thrived on stronger cores. Point in hand my i3-550 performed better with it then a FX 4100 on gta IV.

-edit- GTA is an awful port so as Sieb said, don't use it to judge anything.

I think the drivers for the APU's graphics side might be lurking around somewhere on your PC.

I have had that happen, and a driver update did not fix it. Once I did a fresh OS install, that cured the problem. You might try CCleaner, but I don't know if that will totally fix it.

If a OS reinstall fixed it that means some settings actually got screwed up.

It may be something that a user has no control over when you reset everything to default values, and clean up the registry. It could be something obscure from the driver install.
