4.6GHz at 1.1V alone does not really say anything. Raised from what? 0.9V? 1.0V?

Btw, have you read the news of the guys pushing an IB chip to 7GHz with dry ice, at... 1.9V?
 
CPUID hardly ever reports proper voltages in my experience. Usually it's in the ball-park, but can be out by something like 0.5v - which is huge, especially these days.
