Intel E6600 problem

Hi all newb here trying to oc my e6600 but can't get it to go over 3GHz and now it keeps doing x6 & then underload x9. EIST and C1E are disabled.

any ideas please:confused:
 
Disable SpeedStep as monkey7 said.

In the BIOS somewhere close to C1E and EIST.

Oh and the multiplier oscillating isn't a problem as it's just trying to keep the elec. usage and temp down.

OS is XP Pro, 4gig memory, 2 x 500 gig hdd, scythe infinety cpu cooler.

the bios is still what was on when i got the board, would you say it needs updating to the latest version?
 
theres definitely another option in the bios but cant remember its name there was the 2 mentioned and another one mate. Its in there somewhere!
