I dont think Haswell will be a huge leap forward in pure speed because right now current Intel (and AMD for that matter) are plenty fast for 99% of what anybody would need them to do. With the market more and more going from desktops to iPad's and tablets, power usage and simpler all-in-one solutions are becoming more and more of a goal of Intel and AMD. Theyre not focusing much at all on improving speed cause theyre fast enough for just about everybody but us enthusiasts. So I agree, I dont think Haswell will be a lot faster than Ivy simply because theyre not focusing on trying to get it faster.
Automakers are doing the same thing. Theyre not coming out with bigger and bigger engines with more and more horsepower - theyre coming out with smaller engines that are more and more fuel efficient because thats where the market is headed right now.
