the only reall advantage of pci-e 3.0 is with sli/x-fire. pci-e 3.0 8x has the same bandwidth as pci-e 2.0 16x
so a pcie 3.0 board with sli running two cards at 8x each is the same as pcie 2.0 running 2 cards at 16x each.
so even though 3.0 should in theopry be better for sli/xfire a pcie 2.0 board that can run cards at 16x even when there is more than one of them would give you the same performance.. and if a pcie 3.0 board could run 2 cards at 16x each it wouldnt really be any faster at all because the card wouldnt need that much bandwidth either.
there is not much hope of current cards fully saturating a pcie 2.0 16x slot. so for 1 card it makes no difference "currently" maybe as cards get faster and need more bandwidth this will change. but for right now i cant think of any single card that nees more than pci-e 2.0 16x
