Flickering black pixels

Since last night I've been having some problems with my XFX 7950, sometimes when I'm using Chrome I get these flickering black pixels randomly appearing, and changing location, and sometimes in games either the same thing happens or the screen flickers quickly, although it is less common in games.

They don't seem to stick to the monitor, for when I change tabs, they don't follow, they stay in the same location on the previous window. Also, they appear in screenshots so it can't be the monitor/cable that's the problem, so I'm guessing its a problem with the gpu or maybe a bad PCI-E slot. I've tried installing the latest Cataylst drivers, which hasn't really helped.

The pixels rapidly move when I scroll up/down or move the mouse too. Does anyone have any other suggestions? Would hate if I had to return my motherboard/card so soon after I got them.
 
Normally sits at around 40 degrees idle, most games it runs at around 65-75, and I've only seen it hit around 80 when I play Guild Wars 2 or WoW. Also on the latest 13.5 Catalyst driver.
 
It's either artifacts from a dying card or it's the drivers.

I know you've tried other drivers but this is a common issue with 7xxx cards. What may not work for you works perfectly for others it seems as I had nothing but issues with my 7970 yet the guy I sold it to was perfectly happy with it.

So yeah, either the card is on its way out or it's just bad luck.

Yeah, it seems to happen on YouTube about 90% of the time. I've seen it on Google once, and another website a couple times, but sometimes on youtube, whenever I load a new video or visit a channel, they keep appearing.
