Faulty 780?

I installed a new 780 GHz last week and I am getting extremely poor performance compared to my 670.
I tried CoD:BO2, CSS and Crysis 3.
The fps completely drop below 10fps for several seconds every 15-20 seconds.
Below is a screenshot from playing some CoD on lowest settings in 1080p. Every time the GPU load spikes, the fps crash down.

I also Have a new PSU, RM850, but I don't have any trouble with other parts.
I haven't had any bluescreens since the change.

What do you guys think?

I think you need to give more info... it's hard to tell what it could be with the info given (or lack of)
 
Well, I am not sure what additional info you are looking for.

System:
4770K @4.5GHz
H105
Sabertooth Z87
32Gb Corsair Vengeance LP
Windows 7 Pro
OS Drive OCZ Agility 3
Other Drives: 256Gb 840, 2Tb Barracuda, 2x500Gb Caviar
RM850 (used to be HX1000)
Gigabyte GTX 780 GHZ (used to be 670 Windforce 3x)

I have noticed some performance issues in the last few months were explorer or programs like skype or firefox take unusually long to respond. I'll try and do a clean Windows 7 installation this week, maybe that will fix the problem with the GPU.
Like I said before though, I didn't have any problems with the HX1000/670 setup.
Here Is another Screenshot. This time I was playing CS:S at max settings. The drop frequency seems to decrease as the I increase the graphics in all games o.O
I took the screenshot right after a big frame drop (220fps>3fps) for about 5 seconds.

Sorry about the two attachements. I wanted to test if I couldn't upload a better picture, but it seems no pictures above 100Kb are allowed (the original is 1.3Mb). No idea how to delete attachments either.

yes all drivers are installed using the in-wizard "clean installation" option and up to date. 337.50 Geforce Experience and Version 7.7.740 Control Panel

It is def. the CPU. I just ran OCCT and Valley at the same time, and I could hardly run it.
4.5GHz 65 degrees

Even at 4 GHz its not much better.
