CSS server problems

Hi my friend is having problems with a css server, a few do it, pinging them or doing a tracert reveals no problems but when he joins he gets 1k ping for no reasons, he can connect and run fine other servers by the same host,he has a wireless netgear router of some sort. it happens on both of our servers

85.234.149.101:27029 and 27032 are the servers

Possibly something like QOS on the router giving low priority to your CSS packets?
