Boot up problem w/ maximus v formula

So my friend upgraded his computer and now has a maximus v formula. Problem is when he boots up the usb ports don't work for about 5 seconds which means he can't use a mouse/keyboard upon boot and it means a pop up always comes up about a new storage device being connected (his external HDD) and this never happened on his old board.

Is this a common problem or specific? Any help on how to make the USB ports respond properly upon boot would be appreciated

you might try different USB port (not the blue ones), even the front panel USB ports as well.
usually, the motherboard learns what devices will be plugged in and retain for future boots.

Moving everything to the usb 2 slots seemed to fix the issue, It wasn't an issue during post but an issue when windows booted, I had around 5-8 seconds where I couldn't do anything.
