It is really hard to understand your initial post and response to Tom so I am not really sure how your updating your bios, however, it is widely accepted that the best option is before bootup from within bios or via DOS
Please follow the instructions at the following link
How to Flash ASROCK X99 Bios from USB

oh thank you on your time but i am way past that. i think i need to explain my situation better.
i bought broadwell e cpu and this mobo, mobo does support broadwell e but only with v3.xx+ bios and my mobo has v1.40, problem is i cant boot to get to bios to upgrade.but i have my laptop and usb to serial interface i use to program all sorts of chips so i figured as always i will use that so i simply remove chip from mobo and plug it in my usb programer and flash it. my big problem here is that this chip fails verification for no reason i know. i am sorry i am very bad at writing especialy on non native language so my posts may be bit weird for you natives.

when you say you removed the chip from the mobo do you mean you actually desoldered and took it off the board?

it has 8pin socket(same as those soundcards with removable opamps) so it is easy removed with tweezers. some mobos have soldered smd bios but that is also no problem to remove either with solder wick and iron or with hot air.

i have tried to flash some smaller roms on this chip that stop before that jump in precentage when writing, and it pass validation. very weird.

idea occured i have program i can use to mod bios but i am not sure that it will work on ami aptio V bios file this board uses. if it could work, probably could remove some non important stuff and leave new microcodes so i can boot and flash other chip normaly with asrock tool. anyone done similar?

edit: asrock tool doesnt work on other mobos i try to do hot swap but it says wrong platform.

and i contact asrock support to provide me new chip and they helpful as always. 3 days no answer.

probably can but i need to wait for it to ship to my country ,and asrock support didnt respond for few days it can become months wait if they dont answer soon.
there is probably simple solution to flash this chip just i dont know what but probably someone who knows will read this thread faster than that chip ships.

what normal people who are not comfortable with bios flashing and swapping chips do when they buy mobo that needs microcode update for their cpu?

no need to apologise we always get there in the end :)
physically removing a BIOS chip is not something I have done so I can't offer anymore advice other than as you cannot boot to bios on the board its probably borked.
Possible to get a used asrock board locally or on ebay? then you can try the chip on there

problem is that i need not any but latest bios with updated microcodes to boot.

i know it is problem in chip and mobo is fine becouse my programmer can read chip, but it fails at writing but at least it can read that it was bad flash hah.
