When you get premium it's not as far as i know, I first bought limitedat launch and recently premium, and this ment I had to pay twice for btk

Buy LI if you don't want to go Premium, buy the regular version if you think you're gonna get Premium.

Premium Edition, not sure if you can get that from russia though, this includes the basic game and allt the premium stuff, no need for limited imo

I would say its definaitly worth spending £30 for premium as you get the base game plus 5 expansions 3 of which have been released so far. Works out cheaper than buying them all separate and you also get 50% off medal of honor when you get premium.
