When im playing BF4.... what is the problem? I tried Driver Sweeper and this doesn't help.

I also get beautiful artifacts....

I've been told the 13.12 drivers are the ones to use :)

+1 It is sad but true the R9 290 are hit and miss with the 14.4 release, it's due to the quick release of cards and them being released sort of mid driver production so the firmwares can cause "issues", your better off as Dicehunter said roll back to the 13.12 drivers for now until AMD sort it all out with the 15.XX drivers.

I rolled back to 13.12 and run BF3 and instant get this:

That clearly indicates 14.4 is still present on your system, Do a proper uninstall of the drivers, Rolling drivers back is not recommended, EVER, Uninstall all drivers properly for the card and just reinstall 13.12.

14.x seems to be a whole effing jump back in general for AMD. 13.x is solid and reliable. Do a clean driver install and you'll be fine.

There are some good gains for multi GPU setups in 14.4 but unfortunately they are also more unstable.

13.12 to play it safe.

Ok we need to go over some basic steps here -

1. Card inserted properly ?

2. PCI-E power cables plugged in all the way ?

3. Any back ground programs running that could be causing this i.e Anti-Virus ?

4. Direct X up to date ?

5. Does the card do it in any other rigs ? Can you test this ?

6. Un-official versions of Windows have been known to do this, Is yours official ?

7. Have you tried a fresh Windows install ?

Might not be driver related, this is an old problem with BF3 which loads of people have had.
I had it myself back when I was playing BF3, there are all types of things that fixed it for different people, for me it was disabling the Origin in game overlay in the Origin settings.

If you Goolgle "BF3 DirectX crash" there are a few fixes posted by people, try to see if any of them fix it for you.

As for 14.4 though, i've not had any problems with it. The 14.x drivers are better on R9 series cards though, the R8 and R7 series seem to have problems with them :)

I've had alot of bother with 14.x drivers with my 280x. Its a shame as 13.x was generally excellent.

13.12 was the last best driver AMD did, 14.x have been good for me on my 290 though.
I must be the luckiest person when it comes to drivers, I've been on AMD since 2008. Since then I have updated my GPU drivers for every single Beta and WHQL release, over 4 different AMD cards and I never had one single problems with drivers.

I just think my 280x is cursed. I had no issues with AMD drivers EVER until recently, when I bought it.

I have had no end of issues with all the 14.x drivers on my R9 290. Display mode reset every time I turn the PC on 15-20 times and every time I turn off a monitor, 5 minutes of all my screen flickering on and off? no ty and the powerplay bug is still there. I am still on 13.12.

Although OP, this is a BF problem, not drivers. Google it :D

As a few others above have said it's probably a BF3 issue, Google it so that you don't waste your time re-installing windows.
