Anyone know where you can buy just the little White rubber thingies for Fans

lol, it sounds like hes using what are termed "rubber grommets" which are crap compared to metal screws, but are meant to dampen the fans noise a bit.

Well they're certainly crap enough to break whenever touched but they do do the noise dampening bit well.

also wouldnt they get rid of some of the vibration

They do a bit, but you can get various types of dampers, such as this one by Vantec, which goes between the fan and the case

The best ones I have used, are these by Acoustifan, which go in the screwholes on the case,

although in the end, I find it easier and cheaper just to get quiet fans ;)
 
definately, they don't make a great deal of difference with loud fans and much less dofference with quiet ones. Near the bottom of things to try for a quiet pc. You can go the DIY approach and buy some foam earplugs - cut them in half and they do a similar job.
