there is no telling how much of an overclock you will get, especially because you haven't even told us your entire setup. overclocking guides are around the net on every second corner, i suggest some googling.
 
I have oc'ed my 8320 before to 4.7Ghz for shit 'n' giggles on a 970 evo (it has exactly the same power phase as your 990 pro vershon mobo)
So a little less than that a little more than that it realy depends on the silicon lottery
and cooling.
Your mobo is more than capable (ive seen FX8350's oc'ed to 5Ghz on them)

I would leave the FX alone and save some money for a half decent GPU first. No point in stressing the CPU with what was a very poor GPU when it launched, let alone 6 generations later.
