AMD 7970...Uhh, Unique Artifact?

Well, i wouldn't really call in an artifact or anything for that matter, it's quite a unique problem that I've had no way of narrowing down to a fix.
I do however know it's causes, Mr. Flash Player, Whenever something runs in flash whether it's a FB video, Youtube whatever it has about a 90% chance it will do this. (and recently while making this post Windows movie player thingy has also started doing it (not a problem since i don't use it..))

I've tried a lot of things such as changing the ports, monitors, what outputs, using DVI to HDMI, HDMI to DVI, Mini Display to HDMI and also a DVI, turned off hardware accelerating, removed what tiny OC i had and nothing has worked, it goes away and comes back when it wants and there is no trigger to make it come back, only that when it is here, it works and is replicable without fail.
it may have something to do with the Nvidia drivers i have lying around on the computer and that i think helps, but still not a fix.
Any help would be greatly appreciated.
Sorry if this post isn't within the norms, let me know and I'll fix it.

Try Uninstalling AMD drivers, shutdown, remove GPU, plug hdmi into back of the motherboard and see if it still happens.

Its a Maximus IV B3 (P67 Chips didn't have on-board video support)
Best I can do is swap a GPU to see if it works better (GTX 260)
I gave my GPU to a mate a while back and it worked flawlessly for him..
i think it's a conflict between the right parts..
 
This is weird. I have been having the same type of screen at random when when my monitor goes into sleep mode. When I did a reformat, it stopped, until I changed the USB low power settings. Then it was back.
 
I had an issue with a 5850 where screens other than the one with a full screen game running would get filled with artifacts.

Anyway you should right click the flash player when its running and remove hardware acceleration from the settings. You could also disable hardware acceleration of video across the board from CCC if I remember correctly.

Not sure how to do the second thing, hardware Acc was already disabled on flash and it did nothing, i'll try again and report back later, for now bed time, 1240AM
