For some reason these new drivers just hate my PC. i've completely wiped the old drivers and files manually, with amd uninstall tool and using guru3d's driver tool and each time comes to the same conclusion

removed all fails and let windows auto install drivers which means i'm back on 13 now.

but any ideas why this is happening?

To be clear you did the express option and let it do it for you, restart then install the new drivers right? Or did you also manually try to remove the C++ files as well?

I removed everything (not the c++) restarted and tried to install and it failed.
I then removed everything again including the c++, restart, install and failed.
I then booted into safe moved used guru3d's display driver tool and rebooted again install failed.

I then went into safe mode removed everything and restarted and let windows install drivers and it install 13 so that what i'm currently using.

i have no idea what it keeps failing even after cleaning all the drivers and files.

I had a similar problem a few weeks ago where the drivers installed weird and nothing i did would fix it. I ended up reinstalling windows and it fixed all the issues and the newest drivers installed perfectly.

I noticed though that with a different computer using AMD gpu that the digital signature was read as AMD but with the computer with problems it read as Microsoft.. as soon as i reinstalled the Mircosoft changed into AMD and everything worked.. so the default drivers provided by Windows was actually conflicting with AMD. You can't remove it because well... it just reinstalls itself. I tried to removing it multiple times but to no avail in safe mode or just logging on.
