It looks like it to me. Not only is it a die shrink but it's also a much bigger die than the 1080.
It does have 50% more cuda cores then a 1080 so it would have required much more then a 2nm lithography shrink to get it smaller then the 14nm 1080 die. If it was a 7nm product then it probably would be a smaller die but the fabs are having issues with getting 7nm out the door.
