90% fan problem

hi my GTX 470 only goes to 90% fan will not go any higher, im using afterburner to set my fan speeds, i really don't care about the noise because i use a headset and cant hear it, but its getting too hot here in Aus and need to fan up, when i click apply from 90% fan speed to 100% i don't hear any difference, but my mate has the same card and his goes to 100% and is way louder then mine, so y doesn't mine?, is there a bios upgrade i need?

my temps are getting up at 80+ C

what version of afterburner is it

have you changed the cfg file option for unofficial overclocking to 1

im using 2.0, and i tryed that and nothing happend, i can move the slider thing to 100% and GPUz says 90%

All the problem is AB is reading the % wrong

is there a way to fix that?, i have tried reinstalling it, i have used other programs like EVGA precision, XtremeTuner HD and nothing, i dont care about the noise, i live in the city and my comp is the quietest thing in my house lol just that when my GPU is heating my room up and getting too hot to even play a game and crashing the system,

Your temps are 80°C+?

That is low. Mine climbs to 90°C. If you are under like 100°C there is no problem.
