7950 < 6870 BFBC2 fps

I am pretty sure this is caused by DX. Try uninstalling it and installing the latest version. I noticed a lot of games and benchmarks install their own version DX, and it might have screwed things up in there. A modern GPU should not have any problems at all rendering 2D stuff. Might I suggest to try installing a clean copy of Windows and give that a go? All in all, I think the card is perfectly fine, it is certainly something to do with software/drivers.

this is a freshly installed version of windows, i'd really rather not go through that crap again, my connection is slow and most of my games are in steam.
 
Mate, it's a 10 minute job. Want to send the card back without giving that a try? Wouldn't be the first time in PC history in which DX messed things up performance wise.

i cannot uninstall directx. it isnt listed in my software because it is a part of windows 7, so i would need to delete some folders and i doubt that that is a good idea. mate believe me the last thing i want to try is RMA this card, i spent the last 2 weeks trying to figure out whats wrong, that includes 2 reinstalls of win7.
 
DirectX is not deletable, it is part of the OS, Direct X is not an application.

Your issue seems like a large bottleneck to me, unsure of how it is doing it with the 7950, but it sure seems like it.....
 
Update.
I RMA'd the card, got a broken, used one back, RMA'd it again and got a brand new one. nothing has changed. not even a bit. where i get 100+ fps in bfbc2 with the 6870 i get barely 60 with the 7950. in quake there is still artifacting.

i am completely clueless. there can only be three things left causing that. 1) the games/drivers don't like each other. 2) the mainboard doesn't like the card 3)CPU bottleneck
i doubt the CPU bottleneck, even though it is probably the most reasonable explanation. why would it cause the framerate to drop by 30 over another, way worse card in certain games and cause artifacting in games which aren't cpu intensive?

the bad mainboard/bios idea is becoming more reasonable. it's quite the coincidence that two hd7950s and an hd6870 score the nearly the same in Tom2D and all way below expected, isn't it?

Are you still having this issue? Im also a bfbc2 player and noticed the same issue, i use a BenQ xl2420t w/ gtx770 & 3570k @ 4.2 and fps drop when opening the scoreboard ... I think its just the game tho, ive read about alot of similar issues in different games like csgo, newer battlefield titles etc.

dropped the card and got a 770.
yes the fps drop is normal, but with the 7950 the drop was insane, i was dropping way below 30fps.
