4890 crossfire clocks

I have 2 XFX 4890 cards in crossfireX, I noticed when I start up my PC, the first card tunes itself down to 240MHz, but the second one does not, it stays at 850, this keeps the temps higher until I run any 3D application, only after exiting, both cards clock down and the second card temps go down by 4-5°C. This is more of an annoyance than a problem, but I'd still like to remedy it. Any ideas?
 
They're very capable cards, quite toasty though, in summer with the stock cooler I had them go all the way up to a 100 and shutdown at 110. I'm still running the stock cooler with a custom fan, so now it idles at 45-50 and on load goes up to 70-75. As far as games go, I'm running Hitman Absolution at 1920x1080 on ultra and I still get decent fps, rarely goes below 30.
