3d clock problem

when i launch mw3 sometimes my gpu stays on 400mhz instead of ramping up to 850... it takes a pc reboot to fix it... i dont know what is going on but it is bloody annoying, i have had several driver updates but nothing seems to fix it, also, the fan speed when i boot stays on manual @50%. now while this doesnt seem to bad if i dont remember to switch it back to auto b4 i game the card gets hot. only forgot once and according to afterburner it was 90c. not good obviously.

please dont ask me to go through the process of forcing 3d clocks all the time, already tried this and it wont make any difference
 
probably drivers crash from too high oc/temps

i dont overclock this card for two reasons, one, because it has the original gen1 full shroud cooler and it is not able to keep it cool enough, but the main reason i dont overclock it is because with 2 screens, only using 1 for gaming, when im not on 3d app the card clocks down to 157mhz and makes both screens glitch. this happens whether i overclock or underclock, only standard clocks are stable... strange i know but oh well. this is not a recent thing it has done it for the last 2 years... the performance gain from overclocking it in the games i play at 1680x1050 is so minor anyway it is not worth the hassle.

the error i am having is not down to a bad oc and as it happens when i launch a game it cannot be due to over heating, i had this card over 2.5 years and have gamed on it every day. is it just that the card is approaching the end of its life or is it just a freak thing,
 
i seem to have got to the bottom of this now, if i open youtube on second screen it forces my clock down to 400mhz even when im running a game... as soon as i close the browser the gpu ramps back up to 850...
