30 FPS Cap on All Games, Programs, etc.

I have no clue what is going on. I've been playing Max Payne 3, Bulletstorm, and many other games which ran fine at 60 with vsync on without any trouble. Out of nowhere, everything I run is stuck at 30 fps with vsync on and off. I have no clue what is going on. Not only did none of the settings change on the games, but I know that my gpu now only uses between 30 and 60 percent.

Help, please?

i5 3570k
GTX 560 EVGA SC 2gb
8 gb 2133MHz G.Skill Ripjaws
ASRock Z77 Extreme4
Rosewill Capstone 650m

I would re-install the drivers first. Boot into safe mode, use drive sweeper to remove the currently installed drivers and then re-install.
