Well you'll need to get an AMD Motherboard and CPU than, Probably an AMD Athlon II X3.

Motherboard: Asus M4A87TD/USB3 AMD 870 (Socket AM3) DDR3 PCI-Express Motherboard

Graphics Card: MSI GeForce 8400GS 512MB

Hard Drives: 4x2TB Hard drives in Raid 5, which will give you 6TB of storage in one partition and backup.

This of course will be more expensive, so you'll need to find some place to save money.

EDIT: Before you buy anything I would suggest you wait for a second opinion on someone that is more knowledge than me when it comes to servers. Also whether or not the OS needs to be Home Premium or Professional.

Just an update, if you were to try and get 4 Gaming PCs, and an Server with 5+TB of storage with Backup, OS, 4 Good Monitors and basic keyboard and mouse: Sorry that it's a bit over budget...
