You're probably going to bash me for this, but have you tried paint? I use it more often than I should (for resizing images for news articles). It might do the trick.
Don't use .JPG as the output try using Progressive .Png instead. The problem with JPGs is that no matter how large or small they are they will always pixellate even if you throw the DPI through the roof.
The problem is the most pics you download from the web are .jpg and when I want to set them as wallpaper the pic looks bad and I have to load it into PS and save it as .png
It is a very minor issue but it shouldn't be happening
Also another issue with .jpg's is that when resizing they fail badly at aliasing, where as .pngs don't, better still would be to create your image in .ai or .svg then save as .png

I noticed when trying to create a Twitter header with the OC3D logo. It looked horrible as a .jpg to the point where the OC3D logo was barely visible. Then I tried saving the image as a .png and the issue was fixed instantly.
