Windows 11 is hobbling the performance of supported AMD Ryzen processors

I'd say it's more likely the overtly complex thread scheduler they likely now have to be able to discern high power vs low power cores and where to thread what at any given moment. They will iron out the kinks. Though it should have been done sooner than launch day.

Not to mention the fact the minimum requirements are so high that it's still surprising to see how bad it's performing when they are only working with newer hardware.
 
Solely the fact that Intel is releasing Thread Director tells you the state of Windows thread scheduler, and it still craps out with high-core CPUs. Wendell from Level1 has educated rant about Win11. It is still garbage.
