I read the contest but did not see any mention about eligibility based on location. Can I assume this is open to those of us outside the UK?

I registered on the site and have logged in, I filled out the form to enter the contest, says I have entered, but can not post on the forum "interested" because can not get a confirmation Email. And I think the competition ends in less than 2 hours.
