Pure Alcohol 99.9% is probably going to be the best thing to get it all off and leaves no residue.
 
Arctic Silver also make a purpose specific surface cleaner and purifier for removing TIM, and it smells of citrus too! :D
 
I used the Akasa kit to clean the thermal paste out of my cpu socket, off my motherboard and off the bottom of my cpu (Its a long, stupid story)without any issue. I'm pretty pro-it because of the saving it did.
 
I have to inject blood thinners into my belly twice daily, so I've got a butt load of sterets pre injection swabs, at hand 99% iso. They work like a charm.
 
Isopropyl Alcahol is best, but where I work making electrical components the industrial cleaner Acetone is readily available to me and free to "borrow" if you know what I mean =00=.

Acetone being the main ingredient in some nail varnish / polish (not vanish)removers is a volatile solvent and is capable of disintegrating plastic if left too long so its not something you want to be spilling on your PCB's nor is it something I would ever recommend but hey its free for me and does the job
 
I got some tim cleaner off amazon, just in my man cupboard but it is lemon sented and smells so good but sadly has a "may cause respitory damage" so i will stick to not snuffing it.
