what are best Ram timings?

I am looking at ram for my new build and I am confused about ram timings. is a memory timing of 7-9-8-24 better than ram with a memory timing of 9-11-9-27

or is higher better when it comes to memory timings?

Ive been having trouble finding an answer online so if anyone can help id really appreciate it.
 
usually, the one's that are stated by the manufacturer...

upon installing the memory into your mobo, and booting through to BIOS, you may find that the modules are not automatically set to the optimum specs (timings and volts).... these have to be set be the end user

What I am confused about is weather it is better to have a higher or lower cas latency, I was on newegg checking out mushkin ram and there redline sticks had a cas latency of 7 and there blackline ram had a cas latency of 9. Which one is better and does it make a difference?

and also the timings were lower on the redlines and the blacklines were higher I believe the blacklines timings were 9-9-9-24 which is higher than the redline ridgebacks I was looking at which had a timing of 7-8-7-24.

Is lower better with CL or is higher the way to go?
 
Lower is better but some times it can be a little more unstable and temperamental.

Also larger sticks will have higher timings like a 2GB stick will have 8-8-8-24 but 4GB stick of the equivalent will have 9-9-9-28.

You should also consider a higher frequency as being better for performance as well but this will also have higher timings but getting a balance between timings and high frequency should result in best performance.

But yes lower is generally better for performance but not always stability.
