Weird problem (asus p5k-e wifi)

In CPU-Z and the supplied asus overclocking tool, the multiplier goes from 9 to 6 resulting in a speed drop from 3ghz to 2ghz.. I tried loading apps to see if it's some kind of power saving crap like the amds but it happens randomly.

is there a power saving option I need to switch off in the bios?
