[URGENT] New Build Power Cycling, Won't Post

I recently tried to build a new computer, and when I put it together it power cycles on and off and I can't get it to work. I've done everything, including: Take everything out and put things in and see what doesn't work, taken a stick of ram out, clear CMOS, take it out of the case, make sure everything's plugged in, i've tried more than that. I've decided that the motherboard (Maximus V Formula) is DOA, but I want to be sure. Help?
 
I would have to assume it's either the mobo or the PSU, so try and get it to post with a PSU that you know works. If you can't do that, RMA both of them just to be sure you are not sending the good part back only. It could also be the switch on the case, so look into that as well before you decide on anything.
P.S. I had a friend's system that did that, and after extensive testing I found that he cleaned the PC recently, including the thermal grease on the CPU. Maybe you forgot to put it on, in case the cooler didn't come with some already on there?
