If only Sony would do something like this.
redesign that chip on a newer process node for better efficiency, bigger and better battery and preloaded with say 40 games whilst being able to download more from a web based store.
If they really wanted to be smart about it integrate modern needs (web browser, Wifi, Camera ect) they could make a killing. I'd certainly pay good money for one.

IDK, but I think making the old PS2 chips on a newer process would be a very difficult task. There is a reason why the mini console emulate or use FPGAs.

Purpose designing a chip for such a niche market must be too expensive for the big console companies to consider properly.

As much as I'd love to see it happen, I think the closest that we will see is Sony doing a Microsoft and making the PS5 a great emulator for their previous platforms.
 
Sony has kinda toyed with hardware "emulation" a little, they did include the PS2's Emotion engine chip in original PS3 models but that was very short lived not even making it to the 80GB fat PS3. Meanwhile their custom servers for PS Now are basically 1U single motherboard racks with 8 PS3's worth of processing hardware on them, though it's unlikely they modified the Cell chip or RSX GPU.

Another reason they haven't die shrunk any hardware for any of these projects probably has to do with the fact PS2's Emotion engine was a 15W chip from the off anyway, while the PS3's Cell CPU and RSX GPU had 45 and 40nm shrinks in its lifetime already that brought the consumption down a lot from the 90nm originals.

There is a PS2 Emulator for PS4, but it isn't great. Got to replay the Jak and Daxter trilogy on PS4, but performance was far from stable. Lots of framerate drops.

That said, I'm not sure how the originals performed anymore. To say the least my standards are much higher than they were in the PS2 era. All I can say is that even the PS4 Pro in boost mode had tonnes of performance dips.

Building one of something is much easier than producing in volume.

Volume production brings with it a whole host of complexities that simply don't exist for prototypes, while retaining most of the difficulty of building the prototype.

What you're proposing is a massive investment into a market that is very niche, handheld vintage gaming.
